Here's an interesting concept: Avalanche, with a vision for shared source among enterprise IT shops. SourceForge as an industrial cooperative (a business model with a long and distinguished history in Minnesota).
Why not just SourceForge? Well, enterprise business applications don't have much status in the open source community; I haven't observed anyone there especially jazzed about designing a data model and writing yet more screens and reports on top of it. The folks who do open source would rather write sexier stuff like compilers, OSes, core services, and frameworks.
But there are a lot of developers in big IT shops working on business apps that continually re-solve the same problems, apps that aren't really part of core mission but need to be there.
I think this could be a perfect platform for ERP for IT applications, as these are needed by all IT shops and yet not mission-critical.
